正如大家在之前公开的游戏画面中所看到的,本作的主人公Niko Bellic是一名来自东欧的外国移民。与绝大部分海外侨民一样,他远涉重洋来到大洋彼岸的自由城,目的就是为了追寻自己向往已久的“美国梦”。游戏将以2007年的自由城为背景展开,
在游戏的初始阶段，玩家扮演的Bellic在整个自由城只认识Roman一个人，而他也就成为了游戏开始时与玩家接触最频繁的角色。Bellic是个性格粗暴外表强悍的家伙，而堂兄Roman却是个十分和善的人，但由于Roman在外面欠下了一大笔债务，因此时常遭到众多“和蔼可亲”的债主们的围追堵截，他迫切需要得到Bellic的支持，但两人为此经常会吵得不可开交。
在游戏的第一个官方影像中（在X360上公布的那一个），Bellic来到了一座位于自由城布洛克区的破旧汽车修理厂，经营这家修理厂的正是他的堂兄Roman。我们可以从画面中看到Roman破旧不堪的办公室和乱糟糟的办公桌，画面效果制作的十分逼真，Roman穷困潦倒的形象使人印象十分深刻。
Niko Bellic is the main protagonist of Grand Theft Auto IV. He was first seen in the March 2007 teaser trailer for the game, in which he has a brief monologue: Life is complicated; I've killed people, smuggled people, sold people. Perhaps here, things will be different.
In an exclusive Grand Theft Auto IV preview featured in the May 2007 issue of Game Informer, it is revealed that Niko is guilty of previous criminal acts in his life, such as killing, selling and smuggling people, and wishes to begin a new life in Liberty City after being persuaded by his cousin Roman (see above reference), who claims in his e-mails to Niko to be living the American Dream with 2 women, 4 hot tubs and 15 sports cars, but it is later revealed that he told these lies to hide his own failures. He is said to be in his mid-thirties and is an immigrant of Eastern European descent.
